The Substance Abuse and Mental Health Services Administration (SAMHSA) has drafted a National Action Plan designed to reduce, and eventually eliminate, the use of restraints within nursing homes. The National Association of State Mental Health Program Directors (NASMHPD) issued a strong position statement calling restraints “safety interventions of last resort and not treatment interventions.”

Nursing home residents are subjected to greater use of restraints than any other group, a practice that has been characterized as a violation of the human spirit. Research shows that physical force in tandem with mobilization is not only dehumanizing, but it also causes needless and preventable deaths.

Restraints should be viewed as treatment failures, as opposed to treatment options, because of the emotional and physical toll they exact on patients and the lives that are put at risk due to their use. Restraints should be used only when all other options have failed. Any other method of use constitutes nursing home abuse.
